International Committee of the Red Cross Accompanies Militant Group in Recovery for Remains of Israeli Hostages in Gaza Strip

The International Committee of the Red Cross (ICRC) stated that its personnel accompanied Hamas officials into zones of the Gaza Strip currently controlled by IDF authority to facilitate the hunt for the bodies of Israeli hostages.

Ceasefire Terms and Hostage Bodies Return

As part of the US-brokered ceasefire, which began on October 10, Hamas is obligated to hand over the bodies of all Israeli hostages promptly. As a reciprocal measure, the Israeli government has consented to hand over the remains of 15 Palestinians for every Israeli body returned.

The organization has to date handed back the remains of 15 of those taken hostage but none in the past five days, as some of those bodies are believed to be in locations past the ceasefire boundary designating Gaza’s ceasefire.

ICRC Involvement as Impartial Facilitator

“At the request of the parties, the International Committee of the Red Cross (ICRC) accompanied a party to the conflict as the group searched for the bodies of the deceased past the IDF-designated ‘yellow boundary’,” said a representative for the organization.

The spokesperson continued: “The parties to the hostilities determined the procedures of the mission and entrusted the ICRC to serve as a neutral intermediary. We was not involved in the discussions.”

The official further clarified: “Our team was not involved in the physical hunt for the deceased nor does it take part in the physical recovery of human remains.”

According to international humanitarian law, it is the duty of the sides involved in a hostilities to search for, gather, and recover the bodies of the deceased.

US Ultimatum and Regional Recovery Operations

On Saturday, the American leader issued a 48-hour demand to the organization. “Hamas is going to have to begin returning the bodies of the hostages who died, which include two Americans, quickly, or the additional nations involved in this significant truce will take action,” he wrote on his online channel.

When the 48-hour deadline approached, the group, accompanied by the ICRC, teamed up with Egyptian teams, who were granted permission by Israeli authorities to look for bodies past the line indicating the withdrawal of troops inside the territory. An Israeli spokesperson said the delegation would use heavy machinery and vehicles in the search.

The news was corroborated by an source within Israel, who told Hebrew-language media that members of the group had been permitted to access sections of the region under Israel Defense Forces (IDF) control to look for the bodies of captives, alongside Egypt’s and ICRC teams.

“For this purpose, representatives were allowed to cross the yellow line,” the source was quoted as stating.

Video published by a media outlet appeared to show members of a Hamas unit – part of the organization’s armed faction responsible for guarding captives – escorting a humanitarian transport in a coastal area near Rafah, which lies outside Israeli military control.

Difficulties in Finding Hostage Bodies

Efforts to locate for the bodies of individuals taken captive has become one of the most sensitive matters in the ceasefire agreed between the two sides. However, the effort to find the bodies has been difficult from the beginning, given the presence of an estimated enormous amount of debris across the strip, where, as per health officials, at least ten thousand residents are recorded as missing, trapped under the debris.

Diverging Claims on Remains Location

Hamas has claimed it does not know the precise locations of all the remains, saying it has been unable to communicate with a number of its teams that had been detaining the captives and were reportedly eliminated during military strikes.

In contrast, an official representative asserted that Hamas was aware of the whereabouts of the remains. “Should the group exerted greater effort, they would be able to retrieve the remains of our captives,” the official said.

American Position and Weapons Surrender Discussions

Although the American leader has conceded that some of the remains are hard to reach, he said that “others they can hand over now and, for some reason, they are failing to do so.”

“This could be related to the disarming of the group,” he noted.

The US administration has said it has obtained guarantees from the organization that the faction will disarm, though no specific schedule has been established. They remains hesitant to give up its arms without solid assurances about the future of its fighters.
